Branch Circuit rating of a PWM Servo drive

I am trying to justify a lower branch circuit breaker and reduced name plate rating for a motor. I have a 30 Amp PWM servo drive operating off of 230 VAC driving a DC servo. The locked rotor continuous current is also 30 Amp. The motor DC resistance is one ohm so at stall the motor is drawing 0.9 KVA. In operation the fully loaded motor draw is around 3.2 KVA. I would like to use a 15A breaker for the branch circuit, and also for the nameplate rating for this part of the machine. The motor itself has no nameplate as it is a kit motor with only winding data supplied. Am I justified in this approach and is there any code to back me up?
