I want to make connection of 3 phase motor the nameplate shows different voltages for delta it is 380-400 volt and 660-690 volt for star what option should i select the supply L to L voltage is 380-400

The lower voltage on an nameplate is still the targeted voltage for the stator windings.
Your motor need 380V by windings, you have 380 L to L, you should select delta connection.
If you choose star connection, you will under-fluxing your motor (230V by winding for a design target of 380V).
